Goal: for any new site that is created, we want every library to contain several columns of metadata and those columns are to be required for every document.  The purpose is to 'force' a common set of metadata across the enterprise.

We understand that this can be done with content types on a site by site basis.  But then we are relying on the site owners to set each library up properly. 

Is there a way to set these content types to be global?
