My team currently uses sharepoint team services for our tasks list and defect tracking

Is there a way to enforce certain rules / validation on the task form. For example if the  % complete is > 0 then the task must be marked as started.

Or if the task is in a given state then only a given set of users can change it to the next state.

You have options to create "calculated column" to automatically decide which state the information was.
Other options could be a custom javascript or webpart.
